致敬先進:做困難職工的“貼心人”
7月(yue)26日(ri)下午,云(yun)南(nan)省總(zong)工會(hui)召開城(cheng)市困(kun)難(nan)職(zhi)工解(jie)困(kun)脫困(kun)工作(zuo)(zuo)總(zong)結表(biao)彰會(hui),通報表(biao)揚了在城(cheng)市困(kun)難(nan)職(zhi)工解(jie)困(kun)脫困(kun)工作(zuo)(zuo)中(zhong)(zhong)(zhong)作(zuo)(zuo)出(chu)重要(yao)貢獻的50個集體和(he)100名個人,云(yun)錫銅業分公司的蘭俊(jun)就(jiu)是其中(zhong)(zhong)(zhong)之一(yi)。這(zhe)是對蘭俊(jun)自2018年從事工會(hui)工作(zuo)(zuo)至今,在困(kun)難(nan)職(zhi)工解(jie)困(kun)脫困(kun)工作(zuo)(zuo)中(zhong)(zhong)(zhong)做(zuo)出(chu)貢獻的認可和(he)鼓(gu)勵(li)。
在銅業分公司(si),對(dui)困難職(zhi)工(gong)(gong)(gong)(gong)家(jia)(jia)庭情況(kuang)(kuang)(kuang)(kuang)最了解(jie)的(de)(de)人(ren)(ren),蘭俊算是其中一(yi)(yi)個。每一(yi)(yi)份職(zhi)工(gong)(gong)(gong)(gong)檔案都經過他(ta)的(de)(de)認真(zhen)審核(he)和嚴格(ge)把關(guan),每名困難職(zhi)工(gong)(gong)(gong)(gong)的(de)(de)家(jia)(jia)庭情況(kuang)(kuang)(kuang)(kuang)和后(hou)續發展他(ta)都十分關(guan)注。日常工(gong)(gong)(gong)(gong)作中,他(ta)始終保持(chi)嚴謹務實、一(yi)(yi)絲不(bu)茍的(de)(de)態度,認真(zhen)對(dui)待(dai)困難職(zhi)工(gong)(gong)(gong)(gong)相關(guan)工(gong)(gong)(gong)(gong)作,掌握困難職(zhi)工(gong)(gong)(gong)(gong)的(de)(de)第(di)一(yi)(yi)手原(yuan)始數據,確保對(dui)困難家(jia)(jia)庭狀況(kuang)(kuang)(kuang)(kuang)清(qing)(qing)(qing)、困難原(yuan)因清(qing)(qing)(qing)、技(ji)術特(te)長清(qing)(qing)(qing)、就業要求清(qing)(qing)(qing)、思想狀況(kuang)(kuang)(kuang)(kuang)清(qing)(qing)(qing),做到應幫盡幫、不(bu)漏一(yi)(yi)戶、不(bu)丟一(yi)(yi)人(ren)(ren)。
2018年(nian)剛開始接觸工(gong)(gong)(gong)(gong)(gong)會(hui)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo),蘭俊就承擔起原產業園的職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)生活保障相(xiang)關工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo),積極(ji)主動履(lv)行職(zhi)(zhi)(zhi)能。當時(shi),控(kong)股公司(si)正在(zai)(zai)推進建(jian)檔(dang)困(kun)(kun)(kun)(kun)(kun)難(nan)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)精準(zhun)識(shi)(shi)別(bie)“回頭看(kan)”工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo),進一步明(ming)確“四級”困(kun)(kun)(kun)(kun)(kun)難(nan)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)建(jian)檔(dang)標準(zhun)。原產業園工(gong)(gong)(gong)(gong)(gong)會(hui)有(you)63戶建(jian)檔(dang)立卡困(kun)(kun)(kun)(kun)(kun)難(nan)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong),必須(xu)一戶一戶掌握其家(jia)庭在(zai)(zai)經濟收支(zhi)、子(zi)女就學、家(jia)屬家(jia)業、社會(hui)保障等方面的主要(yao)情況,精準(zhun)識(shi)(shi)別(bie)困(kun)(kun)(kun)(kun)(kun)難(nan)狀況、分級分類建(jian)立檔(dang)案、分析(xi)研判致(zhi)困(kun)(kun)(kun)(kun)(kun)原因、科學制定幫扶(fu)措施。通過反復學習兩(liang)級工(gong)(gong)(gong)(gong)(gong)會(hui)文件(jian)、查閱相(xiang)關標準(zhun)、翻閱職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)檔(dang)案、積極(ji)配合各(ge)車間部門開展入(ru)戶家(jia)訪等工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo),他很快便克服了業務(wu)不(bu)熟悉、人(ren)員不(bu)了解(jie)、流程不(bu)清楚等困(kun)(kun)(kun)(kun)(kun)難(nan),迅速融(rong)入(ru)角色。在(zai)(zai)年(nian)末(mo)控(kong)股公司(si)工(gong)(gong)(gong)(gong)(gong)會(hui)召開的困(kun)(kun)(kun)(kun)(kun)難(nan)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)解(jie)困(kun)(kun)(kun)(kun)(kun)脫(tuo)困(kun)(kun)(kun)(kun)(kun)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)推進會(hui)上,蘭俊所在(zai)(zai)的單位工(gong)(gong)(gong)(gong)(gong)會(hui)作(zuo)(zuo)為(wei)優秀單位代表進行了工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)經驗(yan)交流分享,解(jie)困(kun)(kun)(kun)(kun)(kun)脫(tuo)困(kun)(kun)(kun)(kun)(kun)成(cheng)績得到上級工(gong)(gong)(gong)(gong)(gong)會(hui)一致(zhi)認(ren)可。
在“回頭看(kan)”工作(zuo)基礎上,2019年(nian)按(an)照控股公(gong)司(si)工會緊(jin)扣錯評(ping)率、漏評(ping)率、錯退率、漏退率“四(si)項核心(xin)指(zhi)標”為零(ling)的(de)(de)工作(zuo)目(mu)標,聚焦(jiao)困(kun)難職工家庭收入(ru)、住(zhu)房、教(jiao)育、醫療、就業“五清(qing)”工作(zuo)主(zhu)線,蘭俊(jun)(jun)深入(ru)開(kai)展入(ru)戶(hu)走訪調查。依托控股公(gong)司(si)工會“四(si)個一(yi)(yi)批(pi)”和(he)“七項保障機制”幫(bang)(bang)扶(fu)(fu)渠道(dao),蘭俊(jun)(jun)所在單(dan)位(wei)工會研究制定(ding)了“一(yi)(yi)戶(hu)一(yi)(yi)措施”幫(bang)(bang)扶(fu)(fu)計劃,確保措施計劃落(luo)實落(luo)地(di)、精準見效。作(zuo)為具體實施人員,蘭俊(jun)(jun)主(zhu)動思考如何讓這項工作(zuo)落(luo)實到位(wei)的(de)(de)同時做好(hao)留痕(hen)管(guan)理(li)。他提議,印發“困(kun)難職工走訪聯系卡(ka)”“建檔立卡(ka)困(kun)難職工幫(bang)(bang)扶(fu)(fu)工作(zuo)記錄本”,作(zuo)為每(mei)次走訪聯系和(he)幫(bang)(bang)扶(fu)(fu)慰問的(de)(de)記錄,一(yi)(yi)人一(yi)(yi)卡(ka),讓幫(bang)(bang)扶(fu)(fu)責(ze)任人和(he)困(kun)難職工所在單(dan)位(wei)負(fu)責(ze)人清(qing)晰掌握走訪情(qing)況,也(ye)讓職工本人更清(qing)楚組織給予(yu)的(de)(de)關愛(ai)。
2020年(nian),是全(quan)面建(jian)成小康社會(hui)的關(guan)(guan)鍵之年(nian),全(quan)國脫貧攻(gong)堅工(gong)(gong)作推進力度達(da)到(dao)了歷年(nian)之最。控(kong)股(gu)公(gong)司工(gong)(gong)會(hui)開展了家庭基(ji)本情況(kuang)清(qing)(qing)(qing)(qing)、已(yi)享受政(zheng)策(ce)和資(zi)金(jin)(jin)清(qing)(qing)(qing)(qing)、當前存在(zai)困(kun)(kun)(kun)(kun)難(nan)清(qing)(qing)(qing)(qing)、后續(xu)幫扶(fu)措(cuo)施清(qing)(qing)(qing)(qing)、幫扶(fu)措(cuo)施成效(xiao)清(qing)(qing)(qing)(qing)、結(jie)對幫扶(fu)記錄(lu)清(qing)(qing)(qing)(qing)的“六(liu)清(qing)(qing)(qing)(qing)”走(zou)訪工(gong)(gong)作。蘭俊(jun)則(ze)按(an)照工(gong)(gong)作要求(qiu),對所在(zai)工(gong)(gong)會(hui)建(jian)檔(dang)(dang)的34戶(hu)困(kun)(kun)(kun)(kun)難(nan)職(zhi)(zhi)(zhi)工(gong)(gong)自(zi)2017年(nian)以來(lai)已(yi)享受的政(zheng)策(ce)、資(zi)金(jin)(jin)情況(kuang),以及存在(zai)的問題進行逐(zhu)條逐(zhu)項梳理細化,更新(xin)完(wan)成困(kun)(kun)(kun)(kun)難(nan)職(zhi)(zhi)(zhi)工(gong)(gong)檔(dang)(dang)案資(zi)料136份,梳理困(kun)(kun)(kun)(kun)難(nan)職(zhi)(zhi)(zhi)工(gong)(gong)已(yi)享受幫扶(fu)政(zheng)策(ce)、資(zi)金(jin)(jin)記錄(lu)2144條,制定(ding)幫扶(fu)建(jian)議措(cuo)施35條。通過“戶(hu)戶(hu)清(qing)(qing)(qing)(qing)”專項行動,34戶(hu)困(kun)(kun)(kun)(kun)難(nan)職(zhi)(zhi)(zhi)工(gong)(gong)中(zhong),有(you)2戶(hu)實現脫困(kun)(kun)(kun)(kun)注銷、8戶(hu)達(da)到(dao)脫困(kun)(kun)(kun)(kun)標準、11戶(hu)困(kun)(kun)(kun)(kun)難(nan)職(zhi)(zhi)(zhi)工(gong)(gong)因建(jian)檔(dang)(dang)關(guan)(guan)系變更完(wan)成檔(dang)(dang)案移(yi)交,剩余13戶(hu)銅業(ye)分公(gong)司工(gong)(gong)會(hui)建(jian)檔(dang)(dang)困(kun)(kun)(kun)(kun)難(nan)職(zhi)(zhi)(zhi)工(gong)(gong)納入年(nian)度常(chang)態化幫扶(fu)管理。
銅業分公司(si)黨委成(cheng)立后(hou),需要加快(kuai)進度(du)完(wan)成(cheng)建(jian)章(zhang)立制(zhi)各項工(gong)(gong)作。蘭俊(jun)結合實際起草印發了銅業分公司(si)《困(kun)(kun)難(nan)職(zhi)工(gong)(gong)檔案管理(li)辦(ban)法(fa)(fa)》《困(kun)(kun)難(nan)職(zhi)工(gong)(gong)結對實施辦(ban)法(fa)(fa)》《員(yuan)工(gong)(gong)困(kun)(kun)難(nan)補助辦(ban)法(fa)(fa)》《特困(kun)(kun)基(ji)金使用管理(li)辦(ban)法(fa)(fa)》四項幫扶(fu)管理(li)辦(ban)法(fa)(fa),協(xie)助部(bu)門構建(jian)起層次清晰(xi)、各有側重、保障適度(du)的困(kun)(kun)難(nan)職(zhi)工(gong)(gong)幫扶(fu)長(chang)效(xiao)機制(zhi)。銅業分公司(si)工(gong)(gong)會(hui)(hui)也在(zai)省總工(gong)(gong)會(hui)(hui)“戶(hu)戶(hu)清”專項行(xing)動第三方質(zhi)效(xiao)評估考核中獲評優秀。
“小(xiao)伙子(zi)經(jing)常打電話來詢問我們(men)家的(de)(de)情況,了解丈夫(fu)的(de)(de)病情,很(hen)熱心”這是銅業分公司困難職(zhi)(zhi)工(gong)賴師傅的(de)(de)妻子(zi)對(dui)他的(de)(de)評價。能(neng)夠得到企業的(de)(de)認可、職(zhi)(zhi)工(gong)和(he)家屬(shu)的(de)(de)理解,就是蘭俊(jun)對(dui)這份工(gong)作保持(chi)熱愛(ai)的(de)(de)最(zui)大原(yuan)因。他將繼(ji)續服務職(zhi)(zhi)工(gong),做好困難職(zhi)(zhi)工(gong)的(de)(de)“貼心人”,為(wei)職(zhi)(zhi)工(gong)爭取更多(duo)利益(yi),送去更多(duo)溫暖。
